Notice of City Council Public Meeting

April 15, 2026 By City of Eaton Rapids

The City of Eaton Rapids will hold a public meeting on the proposed City Council Meeting on the proposed DWSRF Water Improvements Project for the purpose of receiving comments from interested persons. 

The meeting will be held at 7:00 p.m. on May 11th, 2026 at Eaton Rapids City Hall. 

The purpose of the proposed project is to address water service line replacements required by the 2018 Lead and Copper Rule. Alternate 1 details the self-funding option for investigating and replacing lead-impacted service lines directly from the water department’s cash reserves. This process must be complete by the State deadline of 2040. Alternative 2 runs a funding scenario using Michigan Drinking Water State Revolving Fund loan (with potential loan forgiveness). This alternative has additional engineering and administrative costs but divides these construction costs over the life of a 30-year loan. Current estimates of service line materials indicate approximately 1628 out of 2450 water services are in need of replacement. 

Project construction for lead service line replacement will include “potholing,” a small excavation to expose service line materials, for investigation of unknown services. Galvanized materials previously or currently connected to lead and all lead pipe will be removed from the ground by excavation and replacement. 

Impacts of the proposed project will likely include temporary water interruptions and traffic disruption. Safety is a priority, and boil water advisories or other precautions will be communicated to the public. All disturbed public and private property will be restored to existing grade and planted with grass seed. Services are expected to be replaced in the same or nearly the same location as the previously installed service. Some trees, mailboxes, and other obstacles may necessarily be removed during construction and will be coordinated with the service owner. 

The estimated cost to users for the proposed project will be $27-$42 per month depending on self-funding from cash reserves or low-interest loan funding from DWSRF. Total project cost is expected to be up to $20,088,290 for replacing all lead-impacted service lines. 

Copies of the plan detailing the proposed project are available for inspection at the following locations: Eaton Rapids City Hall and www.cityofeatonrapids.gov.

Notice of Sealed Bids – Sale of Real Property

CITY OF EATON RAPIDS NOTICE OF SEALED BIDS – SALE OF REAL PROPERTY 

The City of Eaton Rapids is accepting sealed bids for the purchase of the following three (3) parcels, which will be sold together as a single transaction: 

  • Parcel No. 300-000-603-040-00 – 124 Hall Street 
  • Parcel No. 300-000-603-037-00 – 118 Hall Street 
  • Parcel No. 300-000-603-035-00 – 116 Hall Street 

Sealed bids will be accepted until Thursday, June 11, at 4:00 p.m. Bids must be submitted in a sealed envelope clearly marked: “Sealed Bid – Hall Street Parcels” 

All bids shall be delivered to:
City of Eaton Rapids City Hall 200 S. Main Street Eaton Rapids, MI 48827 

Bids will be publicly opened on Friday, June 12, 2026, at 7:00 a.m. at Eaton Rapids City Hall. 

Additional Terms: 

  • Minimum bid for all three parcels together: $51,000 
  • The properties are being sold in “AS IS” condition without any representations or warranties whatsoever. 
  • The successful bidder shall be responsible for all closing costs associated with the sale. 
  • The successful bidder is responsible for any fees to effectuate the transfer of the property to the successful bidder. 
  • The successful bidder must close within 45 days after sealed bids are opened. 
  • The City reserves the right to reject any and all bids, to waive any irregularities in the bidding process, and to accept the bid deemed to be in the best interest of the City. Additional terms and conditions may apply.

April Mayor’s Corner

Happy April!

As shared in last month’s newsletter, several city infrastructure projects are underway. You have likely noticed contractors working throughout the city to install new water mains. While construction can be disruptive, these improvements are essential to ensuring reliable and safe infrastructure for years to come. We will continue to update you as schedules change, but if you ever want to know if your street is affected, please check the city’s website, or Facebook page. That is the quickest way as we are posting updates as they happen.

The E. Knight Street resurfacing project is scheduled for May. An exact date has not yet been confirmed, but updates will be shared promptly via the City’s Facebook page, website, and newsletter. The project will be completed in phases, beginning with E. Knight Street from Main Street to East Street, followed by East to Donegal, and Center to Hamlin. Because these phases are funded through separate grants, construction may not occur simultaneously; however, we remain hopeful that the work can be coordinated efficiently. We also have street work starting on Hollowridge Drive, and J.P. Sullivan Drive in the north industrial park. This work was funded by a State of Michigan grant specific for this area.

The Memorial Day Committee is preparing for the Memorial Day parade and ceremony, which will take place on Monday, May 25, beginning at 11am. This year’s parade route has changed. Participants will line up on S. River Street, proceeding to State Street, then to Main Street, and north on Main to E. Knight (pending construction). Residents who typically view the parade south of State Street are encouraged to relocate closer to downtown. This event is intentionally smaller than the July 4th parade and is a solemn ceremony honoring our fallen veterans. A brief ceremony will follow at G.A.R. Island Park. Those interested in participating in this year’s parade are welcome to contact me at pcolestock@cityofeatonrapids.gov.

Additionally, flags will be placed at veteran’s graves at Rosehill Cemetery on Saturday, May 23rd, beginning at 9am. Volunteers are welcome and appreciated.
